(1) The constitution of the Commission shall be as follows:-
(a) Prime Minister – Chairman (b) The Minister of the Government of Nepal in charge of education-related matters - Co-Chairman
(c) Minister of the Government of Nepal in charge of health-related matters - Co-Chairman (d) One person appointed by the Government of Nepal from among the doctors who have made special contributions in the medical field - Vice President
(e)   Member, National Planning Commission
(See Education and Health) - Member (f) Three members from amongst the Vice-Chancellors of Universities and Institutions running medical education programmes. (g) Secretary to the Government of Nepal dealing with education-related matters - member (h) Secretary to the Government of Nepal in charge of health matters - Member (i)   Chairman, University Grants Commission        -Member
(j) Vice-Chairman, Technical Education and Vocational Training Council - Member (k) President, Ayurveda Medical Council -Member (l) Chairman, Nepal Health Research Council -Member (d) Chairman, Nepal Nursing Council -Member (d) Chairman, Nepal Health Practitioners Council -Member (n) Chairman, Nepal Pharmacy Council -Member (i) At least two members, including one woman, from among the presidents of official professional organizations, including medical and nursing, at the national level related to health. (h) President of the National Level Official Organization of Private Educational Institutions Operators other than Medical and Dental-Member
(d) Two eminent members of civil society, including at least one woman (d) Chairman, Nepal Medical Council – Member (n) three persons, including at least two women, from among medical education experts on inclusive principle  –member
(P) President, Nepal Medical Association – Member (f) Chairman of National Level Official Association of Private Medical and Dental College Operators – Member (b) Senior staff of the Commission – Member-Secretary (2) The chairman shall nominate the members as per clauses (f), (t), (th), (d) and (n) of sub-section (1).
(3) The term of office of the members nominated under sub-section (1) shall be four years and they may be re-nominated for one more term.
(4) Notwithstanding anything contained in sub-section (3), if the Commission decides that a nominated member has not conducted himself in accordance with his position or has not fulfilled his responsibilities, the chairman may at any time remove him from the position of a member. But he shall not be deprived of the opportunity to submit his explanation before being so removed from office.
